I'm going to simulate a cylinder with the bottom lid as a rotating disk. I do not need mesh. Is it possible to declare the region in this way or I have to import CAD ?

Hello,
the rotating part has to be a STL geometry. If you are interested in forces/torques/.. acting on the wall, I suggest to use a STL geometry for the cylinder too.
The STL mesh for a cylinder and a plane lid is generated quite easily, for instance with GMSH.
