I have attached my input files plus their restart files and stls. I will be so gratefull if you take a look.
I want just emphasise that when I unfix mesh walls just before write_restart in in.loading and then fix them again at the beginning of in.shearing the error (below) is solved. but I am not sure what happens if I do so.
ERROR: Incompatible mesh restart file - mesh has different properties in restarted simulation (multi_node_mesh_parallel_buffer_I.h:198)
I have one more question as well.
how can I model a cylinder made up of stacked-rings filled with grains. I want the rings move because of the forces which are implemented on them by grains. do I have to couple DEM/FEM or it can be solved by liggghts?

you could use the fix rigid command for that

your script is a bit too complicated to debug quickly. Somehow a different amount of properties is stored on the mesh in the restarted simulation
I would just unfix and fix again the mesh walls

I am going to model the mentioned cylinder made up of stacked-rings (using fix rigid) filled with grains. can I model the rings by atom_style tri?
If so, should I use atom_style hybrid sphere tri? and import spheres via read_restart and add rings via read_data?
I had tried it and encountered some errors. I have attached my input script+data file+restart file and related stl files. I know that there will be so many problems in the scripts and hope can solve them by your comments.

regarding your suggestion "I would just unfix and fix again the mesh walls ", I unfixed all of the mesh walls at the end of the script and made restart file. then fixed them again at the begining of the following script with the changed stl files and the same name. but, I have noticed that the resultant loads on the walls calculated by, for example,"variable fplate3 equal f_plate[3]" are completely different .
I can not understand the reason. please help me fix it.
