I want insert a plate, restrain it in Z direction, and load with a force, but I want the force just loaded in part of the surface of the plate. Could I realize this idea in liggghts ?

Unfortunately, this is not possible.
The fix mesh/surface/stress/servo uses the total force/torque of the whole stl-mesh.
